          JOB DUTIES OF A LOCAL PRESIDENT

  • Lead local
  • Perform all duties as required by the CWA Constitution and Local Bylaws
  • Set specific goals and action plan for the year with input from other officers
  • Approve a budget in consultation with other officers, which supports and reflects specific goals for the year
  • Develop new leadership within Local
  • Operate as a member of a team as well as lead that team
  • Assume direct responsibility for internal and external organizing
  • Get members involved in union – grow Stewards and Activists
  • Involve other officers in Local decision-making
  • Share information with other officers
  • Provide communication link between members and international
  • Execute all Local programs as established by the membership
  • Represent Local to employer, community leaders and media
  • Have working knowledge of contracts(s) – check with Staff for interpretations
  • Supervise collective bargaining as needed
  • Supervise all grievances with grievance coordinator
  • Reach out to allies and create partnerships
  • Support work of all officers and committees
  • Plan and chair membership meetings and Executive Board meetings
  • Make worksite visits
  • Approve expenditures
  • Juggle all these tasks because you are responsible for the operation of the Local
  • Delegate some of the responsibility throughout the Local
  • Support for positions when there is lack of participation
  • Maintain the Local – this is a business so you have to make sure it is operating as such by making sure to communicate with Sec/Treasurer
  • Verifying and making sure all payments are correct before signing off on vouchers and payment.
  • . Required to attend Local station meeting if requested by station management, steward and or membership in 22 stations.

  •  Required to attend CLT Department Head Meetings.

  • Ensurie quarterly members meetings are scheduled and held.

  • Required to attend Biannual leadership meeting between Piedmont Executive Leadership team and CWA Executive Leadership team.

  •  Required to represent agents in the step 1 grievance hearings if other union representatives are not available, and event cannot be rescheduled.

LOCAL 3645 DUTIES OF EXECUTIVE VICE PRESIDENT

Executive Vice President for Local 3645 is a volunteer position and It is unpaid. The 22 airports that Local 3645 are responsible for are open 24 hours a day 7 days a week. The Executive vice president is on call 24 Hours a day and 7 days a week. Volunteer hours will often exceed 50-60 hours per week and includes Saturdays, Sundays, and Holidays.

A. The Executive Vice-President shall work under the direction of the Local President and shall perform such duties as assigned by the Local President, the Local Executive Board, and the Local.

B. The Executive Vice-President shall assume the duties of the President in his/her absence.    Executive Vice president works under the direction of the local president.  the Local Executive Board, and the Local.

C. Over sees the 5 Area Representatives and ensures the Area Representatives are servicing the membership and Stewards in the stations they are responsible for. Also ensuring the Area Representatives are the first point of contact for stewards in our 21 field stations. Which includes all updates and important union information is available to Area Representatives so that Union Boards, Stewards and membership are updated during their station visits.

-Responsible for assisting the Area Representatives in conflict resolution in the 21 field stations that arise from contract interpretation, unfair disciplinary actions, safety, work place conditions and related work environment issues that are governed and regulated by contract, Policy and Procedures, Handbook, EGOM, OSHA and any other government agency.

C. Responsible for assisting the Vice President in conflict resolution in the 21 field stations and CLT that arise from contract interpretation, unfair disciplinary actions, safety, work place conditions and related work environment issues that are governed and regulated by contract, Policy and Procedures, Handbook, EGOM, OSHA and any other government agency.

D. Required to conduct regular station visits to all 21 stations and CLT to ensure the Members and Stewards have regular contact with the Union officers.

E. Required to attend Biannual meetings in all 22 stations with Station Managers and management team to ensure a Positive and Productive relationship between the Union and management. Also address, solve and come up with creative ways to address any current and future issues or conflicts that come up in the workplace. 

F. Required to attend Local station meeting if requested by station management, steward and or membership in 22 stations.

G. Responsible for maintaining the Official Union Website. Which includes ensuring all information is current and up to date for the membership.

H. Required to sit on Bimonthly System Board Hearings as a Union Board member.

I. Required to attend CLT Department Head Meetings.

LOCAL 3645 DUTIES OF  VICE PRESIDENT

Vice President for Local 3645 is a volunteer position and It is unpaid. The 22 airports that Local 3645 are responsible for are open 24 hours a day 7 days a week. The Vice president is on call 24 Hours a day and 7 days a week. Volunteer hours will often exceed 40 hours per week and includes Saturdays, Sundays, and Holidays.

A. The Vice-President shall work under the direction of the Local President and shall perform such duties as assigned by the Local President, the Local Executive Board, and the Local.

B. The Vice-President shall assume the duties of the President if Executive Vice President can not for any reason. Vice president works under the direction of the local president.  the Local Executive Board, and the Local.

C The Vice President serves as the Grievance Coordinator for Local 3645.

Grievance Coordinator must be well versed on the CBA!

Responsibilities include but are not limited to

1.Scheduling of grievances in CLT

2. Scheduling of all System Boards.

3. Sending all System board agendas to the company by the contractually required due dates.

4.  All scheduling is done by email, so the coordinator must be skilled with keeping up with timelines. Coordinator also assigns the board members for the system board of adjustment.

RESPONSIBILITIES OF THE SECRETARY/TREASURER

SECRETARY/TREASURER for Local 3645 is a volunteer position and It is unpaid. The 22 airports that Local 3645 are responsible for are open 24 hours a day 7 days a week.

  • Provide a communication link between members and the Local officers
  • Perform all duties as required by the CWA Constitution and Local Bylaws
  • Maintain a current record of Local membership
  • Record minutes of all Local meetings
  • Maintain Files:

-       Membership

-       Reports

-       Correspondence

  • Furnish international and District with proper records and reports as required
  • Handle correspondence
  • Share responsibility for internal and external organizing
  • Make worksite visits
  • Inform President and (Executive) Vice-President of changes in international and/or District procedures
  • Remind President of Items for agendas of meetings
  • Cooperate with other officers in furnishing proper reports to government
  • Become involved in Local decision-making processes
  • Work as a member of the Local Officers team
  • Treasurer duties are to verify that all expenses have been properly authorized
  • Verify that there is adequate documentation of expenses on file
  • Ensure that all expenditures are explained
  • Makes sure all information financially is discussed with the accountant to make sure the books are accurate
  • Make sure the Local is carrying out duties that comply with Federal, CWA Constitution, Local Bylaws and Union and Local policies.

Local 3645 Area Representative responsibilities and Duties

Area Representative for Local 3645 is a volunteer position and It is unpaid. The 4/5 airports that the Area Representative are responsible for are open 24 hours a day 7 days a week. Area Representatives are on call 24 Hours a day and 7 days a week. Volunteer hours can exceed 30 hours per week and includes Saturdays, Sundays, and Holidays.

  1. The Area Representative are the first point of contact between all stewards in a station in their prospective 4 or 5 stations. The Area Representative serves as a resource for Union information updates and able to answer all questions concerning union matters for all of the stewards in all the stations in their prospective Area.  This means that Area Repetitive should know and be familiar with all aspects of

A) The CBA between Piedmont and CWA

B) Piedmont Policy and Procedures

C) Piedmont Handbook

D) EGOM (Preferably)

  1. The Area Representative is the next person in the chain of command that the steward escalates all work place, safety, contractual, discipline and job performance issues to if the steward in the station is unsuccessful in achieving an acceptable resolution.
  2. The Area Representative must be familiar with field station operations and procedures. This also will include station and/ or regional rules.
  3. The Area Representative also must be proficient in both CWA and PIEDMONT general practices as it relates to established protocol for resolution of conflicts that arise from work place, safety, contractual, discipline and job performance issues.
  4. The Area Representatives has a direct and ongoing relationship with Station managers and the general station management team. This means that communication, intrapersonal, people and general professional demeanor is required. This is especially essential as it pertains to the resolution of any and all conflicts that may arise from work place, safety, contractual, discipline and job performance issues.
  5. The Area Representative also is the direct point of contact in any station in their area in which a steward is not present for a variety of reason including vacancy and removal. 
  6. The Area Representative serves as the steward in the above-mentioned stations.

The Area Representative duties in this capacity includes but is not limited to :

1.        Represent: Represent all members in investigatory, disciplinary and non-disciplinary meetings (Agents should not go to the office without a steward) Help agent write statement if necessary.

2.        Help: Help members write a grievance after the meeting. (If there is discipline or contract disagreement)

3.        Serve: Turn one copy of the grievance into managements’ office and one into the office of CWA Local 3645.

4.        Communicate: Communicate with the company and get updates on investigations.

5.        Report: Report to hearings and report the outcome to the member.

Area Representative Additional obligations and Responsibilities

Area Representatives are responsible for conducting regular station visits to all the stations in their perspective Areas.

Area Representatives are responsible for regular interaction and communication with steward and members in the stations in their Area.

Area Representatives are responsible for preparing and submitting a report to the President and officers. This report is posted in the Locals office for review and inspection of members, DOL, CWA district and National representatives.
